PART A
- PRAYERS, at the discretion of the Town Mayor
- APOLOGIES
Members must provide apologies to the Town Clerk before 5.00pm on the day of the meeting, together with reasons for their absence.
- DECLARATIONS OF INTEREST
Members to declare any interest under the following categories:

- OPEN FORUM
An open forum will be held when Members of the public will be invited to speak for a maximum total duration of 15 minutes on items included in the Part A agenda, copies of which will be available at the meeting.
- COMMUNITY RECYCLE CYCLES CIC
A representative from Community Recycle Cycles CIC will attend the meeting to talk about the work of the company. Further information can be obtained at http://www.community-recycle-cycles.co.uk/.
- POLICE UPDATE
Cheshire Constabulary will be invited to attend the meeting to provide an update to Members and also to answer any questions.
- MAYOR’S REMARKS AND COMMUNICATIONS
A list of Civic engagements since the last meeting is attached (‘A’)
- MINUTES
To sign as a correct record the minutes of the meeting of the Town Council held on 21st January 2019 (‘B’).
- ARISING
To discuss any points arising from the above minutes (for report, not for resolution).
- FINANCE COMMITTEE
To ratify minutes of the Finance Committee held on 21st January 2019 (‘C‘) (approved by the Finance Committee at its meeting held earlier).
- BUDGET 2019/20
The Finance Committee meeting held on 21st January 2019 recommended the following:-
- That the Town Council’s budget requirements for 2019/20 be £502;374;
- That the precept be set at £491,837 due to the receipt of a Council Tax Reduction Scheme grant of £10,537 from Cheshire West and Chester Council, resulting in an annual charge to Band ‘D’ properties of £56.65;
- That the Capital Programme for 2019/20 will be around £55,00 as outlined in the attached document (‘D’)
Members are invited to ENDORSE the budget for 2019/20 and the precept to be levied on Cheshire West and Chester Council (CWAC) for the provision of Town Council services in the next financial year. This precept request was sent to CWAC on 31st January 2019 in order to meet the CWAC deadline for precept requests of 1st February 2019.
- PLANNING COMMITTEE
The minutes of the Planning Committee meetings held on 22nd January 2019 (‘E’) and 4th February 2019 (‘F’ – to follow) are attached for ratification.
- SALT FAIR COMMITTEE
The minutes of the Salt Fair Committee meeting held on 6th February 2019 (‘G’) are attached for ratification.
- ALLOTMENTS COMMITTEE
The minutes of the Allotments Committee meeting held on 22nd January 2019 (‘H’) are attached for ratification.
- NEW DAWN FOR WINSFORD
The minutes from the New Dawn for Winsford Working Group meeting held on 6th February 2019 (‘I’) are attached for ratification.
Members are also asked to consider the attached position statement (‘J’) which has been drafted on behalf of the Town Council, as per the decision taken at the 17th December meeting of the Town Council.
RECOMMENDATION:
Members are asked to approve or otherwise the attached position statement on the future of the Winsford Marina.
- TIMETABLE OF MEETINGS
A draft timetable of Finance and Town Council meetings for 2019/20 is attached for consideration. (‘K’)
- NEW BEGINNINGS FESTIVAL
Members will recall that a request was made to the Town Council meeting on 17th December 2018 for use of the Verdin Field to stage a “two-day community event as part of the Winsford Festival…on Saturday 13th April and Sunday 14th April 2019”.
On that occasion, Members asked for more information about this event before making a decision.
In response, the organisers have provided the following details: –
- The event will be entitled the ‘New Beginnings Festival’
- The event will run from 10am to 6pm on both the dates listed above
- This will be a community event to allow clubs, groups and organisations to showcase what they have to offer and to recruit
- There will also be stalls selling items as well as activities alongside the showcase
The organisers would like to use a 60ft x 60ft arena and also make use of the gazebos held by the Town Council on behalf of the community
RECOMMENDATION:
Members are requested to consider the above request and decide whether to approve the application.
- DELAMERE STREET MONUMENT – OVER CROSS
Members will be aware of the stone cross located on Delamere Street in Winsford – the Over Cross. The Cross was built in the nineteenth century and includes a lock-up where people who cheated, robbed or were drunk at the market could be held awaiting trial.
The matter of the condition of the Cross was considered by Town Council at its meeting in July 2017 and CWAC were asked to check on the situation. This matter was also raised at the Town Council meeting of 19th February 2018.
In response, a meeting was held on 24th January 2019 between Winsford Town Councillors and officers from CWAC. The attached note summarises the meeting and Members are asked to note. (‘L’)
- REVIEW OF COUNCIL’S STANDING ORDERS
Members are asked to review the attached copy of the Standing Orders. These have been amended and updated. (‘M’)
RECOMMENDED
Members are asked to approve or otherwise the Council’s revised Standing Orders.
