You are summoned to attend a meeting of the Finance Committee to be held in the Winsford Town Council Council Chamber, Second Floor, Wyvern House, The Drumber CW7 1AH on Monday 20th November 2017 at 6.30pm.

- ACCOUNTS FOR APPROVAL
Schedule (‘B’) lists payments made since the last meeting

- BANK ACCOUNT MONTHLY RECONCILIATION STATEMENTS
Financial probity recommends monthly reconciliation of the Town Council’s accounts. (‘E’)
- BUDGET PREPARATION 2018/19
Members will recall that it was agreed at the last meeting of the Committee that a budget seminar will be held to consider, in detail, the proposals for the Council’s 2018/19 budget. It is proposed that the seminar is held on Wednesday 6th December 2017 between 5.30pm and 7pm in the Town Council Chamber.
The Finance Committee is recommended to agree the proposal for the budget seminar set out above.
- GOODMAN NASH
Members will recall that a representative from Goodman Nash attended the October 2017 meeting of the Finance Committee and outlined their services.
The proposal from Goodman Nash is that they will work on claiming back business rate payments for the Town Council via a scheme administered by central government.
Members agreed to consider the proposals and make a decision as to whether to commission Goodman Nash at the November 2017 meeting of the Finance Committee.
Since the last meeting of the Committee, the Council has contacted around ten other town/parish councils who have used Goodman Nash and received positive feedback on the services provided from these councils.
Members will recall that Goodman Nash offer their services on a ‘no win, no fee’ basis – in other words, the Council will only pay commission on any money claimed back by the company on behalf of the Council.
Members are asked to consider the proposal from Goodman Nash and take a decision as to whether to commission the company.
- GRANTS SUB-COMMITTEE
To approve or otherwise the minutes of a meeting of the Grants Sub-Committee held on 25th October 2017. (‘F’)
- CHRISTMAS LIGHTS
The Clerk will provide an update on the Christmas lights installation process in Winsford.
