- MAYOR’S REMARKS AND COMMUNICATIONS
A list of Civic engagements since the last meeting is attached. (B)
- CLIMATE CHANGE MOTION
The Council is asked to consider the following motion which relates to climate change.
This Council notes that on 1 May 2019 Parliament declared an environmental and climate change emergency and that resolutions on this issue have been passed by the Borough Council and neighbouring Town Councils.
This Council requests that the Town Clerk prepares a report, with the title ‘A Climate Change Strategy’, for the October Full Council meeting with details of how the Council will, as a matter of urgency, reduce the Council’s carbon footprint and commit the Council to becoming carbon neutral at the latest by 2030.
The Council will agree and promote it’s Climate Change strategy and encourage all residents, partners and local businesses in Winsford to reduce and eradicate their carbon footprint.
RECOMMENDATION:
Members are asked to approve or otherwise the motion as set out above. - BREXIT
Members are asked to consider the contents of the attached advice from Cheshire West and Chester Council which relates to the impact of a ‘no-deal’ Brexit on Winsford. (C) - PARKS AND OPEN SPACES COMMITTEE
To receive a report from the Clerk on the proposed establishment of a Parks and Open Spaces Committee to replace the existing Town Park Steering Group. (D)
RECOMMENDATION:
Members are asked to note the contents of the attached report (D) (including draft terms of reference) and approve or otherwise the establishment of a Town Council Parks and Open Spaces Committee - PLANNING COMMITTEE REPRESENTATION
Members are asked to note the advice given by the Cheshire Association of Local Councils which states that all Town Councillors (including those who are also Cheshire West and Chester Councillors) can be members of the Town Council Planning Committee. - WINSFORD STOP SMOKING SUMMIT
To receive a verbal update on the above initiative from Cllr Ailsa Gaskill-Jones. - DEVELOPMENT OF A WILDFLOWER MEADOW
The Town Council is asked to consider whether it is willing to provide any areas of its land to develop a wildflower meadow.
- WELL BEING WINSFORD – UPDATE
To receive a verbal report on the work of the Well-Being Winsford Group from Cllr Ailsa Gaskill-Jones. - PROPOSED CHANGES TO ENFORCEMENT POLICY
CWAC is proposing changes to its Enforcement Policy. The details of these changes can be found at attachment (E) but include the following: –
To delegate existing enforcement powers to town and parish councils to deal with low-level anti-social behaviour in their areas (relating to dog fouling). This could include issuing fixed penalty notices for relatively low-level offences. Town and parish councils could be given powers to issue fixed penalty notices.
RECOMMENDATION:
Members are asked to offer comments on the above proposals. The closing date for comments is 4th November 2019. - CO-OPERATIVE COUNCILS INNOVATION NETWORK
Councillors have expressed an interest in the Town Council becoming part of the Co-operative Councils’ Innovation Network.
The Network states that it is a collaboration between local authorities and local people “for the benefit of their local community”.
The Network seeks to “define a new model for local government built on civic leadership with councils working in equal partnership with local people to shape and strengthen communities. This means a new role for local authorities that replaces traditional models of top down governance and service deliver with local leadership, genuine co-operation and a new approach built on the founding traditions of the co-operative movement, collective action, co-operation, empowerment and enterprise”.
The Network represents a number of councils and states that it “is open to all UK councils regardless of political affiliation who can demonstrate innovation and a willingness to drive forward the co-operative council agenda”. The Network is also there to share experience and practice between members.
The membership fee would be £250.00 per annum for a council like Winsford Town Council. See www.councils.coop for more information.
RECOMMENDATION:
Members are asked to consider whether the Town Council should join the Co-operative Councils Innovation Network. - CHESHIRE ASSOCIATION OF LOCAL COUNCILS
The Cheshire Association of Local Councils (ChALC) is holding its annual meeting on Thursday 24th October 2019 (7-9pm) at Middlewich Civic Hall.
Members are asked to nominate two delegates to represent the Town Council at the meeting.
In addition, the Town Council may wish to propose a motion for the ChALC Annual Meeting to consider.
Finally, there are vacancies on the ChALC Board – members may wish to put themselves forward to fill one of these vacancies.
RECOMMENDATION:
Members are asked to nominate two delegates to represent the Town Council at the ChALC Annual Meeting on 24th October 2019. In addition, members are asked to propose any motion(s) for the ChALC Annual Meeting to consider. - WINSFORD SALT FAIR 2019 FEEDBACK
For Members to receive feedback on the Winsford Salt Fair 2019 event held from 12-15 September 2019.
