TOWN COUNCIL MEETING – 17th JUNE 2019 – SUPPLEMENTARY ITEMS
Two supplementary items will be considered at Monday evening’s Town Council meeting: –
TRAFFIC CALMING MEASURES
Members are asked for their views on a proposal which is being put forward by CWAC on the Dene ward in Winsford.
As part of the Planning conditions for the ongoing housing development on Ways Green, there is an agreement (s. 278) to implement a 20mph speed limit and supporting traffic calming measures on the surrounding road network.
The preliminary plan from the developers working in the area includes Ways Green; Queensway; Gladstone Street; and all of the adjacent side roads.
A signed-only 20 mph speed limit was introduced in year two of the current 20mph programme.
CWAC had now carried out ‘after surveys’ and – whilst the mean speeds on Queensway and Gladstone Street are above 20mph – the mean speeds on the side roads are 20mph or below, which indicates that traffic calming is unnecessary on these roads.
The CWAC Road Safety Team considers that traffic calming would only be justified along the key routes to the new development – Ways Green; Queensway and Gladstone Street.
CWAC therefore wishes the Town Council to consider two options: –
RECOMMENDATION:
Members are asked to consider the above options and agree a preference. This will then be communicated to CWAC, who will instruct the developers accordingly

Members are asked to consider a case under the above Policy, a copy of which is attached for information.
