MEMBERS OF THE PUBLIC ARE WELCOME TO ATTEND THIS MEETING
You are summoned to attend a meeting of Winsford Town Council to be held in the Winsford Town Council Chamber, 2nd Floor, Wyvern House, The Drumber, Winsford CW7 1AH on Monday 17th June 2019 immediately following the meeting of the Finance Committee but not before 6.45pm.

Members must provide apologies to the Town Clerk before 5.00pm on the day of the meeting, together with reasons for their absence.
- DECLARATIONS OF INTEREST
Members to declare any interest under the following categories:

- OPEN FORUM
An open forum will be held when Members of the public will be invited to speak for a maximum total duration of 15 minutes on items included in the Part A agenda, copies of which will be available at the meeting.
- POLICE UPDATE
Cheshire Constabulary will be invited to attend the meeting to provide an update to Members and to answer any questions.

A list of Civic engagements since the last meeting is attached (‘A’)
To sign as a correct record the minutes of the meeting of the Town Council held on 15th April 2019 (‘B’) and of the Annual Meeting of the Town Council held on 20th May 2018 (‘C’)
To discuss any points arising from the above minutes (for report, not for resolution).
- FINANCE COMMITTEE
To ratify minutes of the Finance Committee held on 15th April 2019 (‘D’) (approved by the Finance Committee at its meeting held earlier).
- PLANNING COMMITTEE
The minutes of the Planning Committee meetings held on 29th April 2019 (‘E’); 28th May 2019 (‘F’); and 11th June 2019 (‘G’ – to follow) are attached for ratification.
- SALT FAIR COMMITTEE
The minutes of the Salt Fair Committee meeting held on 22nd May 2019 (‘H’) are attached for ratification.
- BRUNNER GUILDHALL MANAGEMENT COMMITTEE
The minutes of the Brunner Guildhall Management Committee meeting held on 4th June 2019 (‘I’) are attached for information.
- TOWN PARK STEERING GROUP
The minutes of the Town Park Steering Group meeting held on 11th June 2019 (‘J’) are attached for ratification.
- TREE MANAGEMENT POLICY
Members will recall that a discussion took place at the Finance Committee meeting of 18th February 2019 on the Town Council’s approach to tree management. It was agreed on that occasion that the Town Council would draft its own Tree Management Policy to govern the future direction of this area of work. The attached draft policy is attached for Members to consider. (‘K’)
- WINSFORD CHRISTMAS STREET FESTIVAL
A report was previously submitted to the October 2016 meeting of the Town Council setting out a proposal that the event comes under the sole responsibility of Winsford Town Council.
Following advice from CWAC regarding the organisation of events – primarily the need for a single organisation to take on responsibility; risk and liability for such events – this proposal (updated) is again presented to Members for consideration. On the previous occasion quoted above, it was decided to defer a decision. (‘L’)
Members are asked to note the contents of the attached report and take a decision on the future governance of the event.
- HONORARY TITLES
By virtue of Section 249(5) and (6) of the Local Government act 1972, as amended by the Local Democracy, Economic Development and Construction Act 2009, all local Councils (i.e. Town and Parish Councils) may exercise powers to confer the title of ‘Honorary Freeman’ or ‘Honorary Freewoman’ to persons of distinction and those who, in the Council’s opinion have rendered eminent services to the Council’s area.
Further to discussions at the previous meeting of the Town Council, Members are asked to approve the establishment of a Working Group to consider any nominations for these honours. Membership of the Working Group, if approved, will be decided upon at the Annual Meeting of the Council on 20th May 2019.
Members are asked to approve or otherwise the establishment of an Honorary Titles Working Group in order to agree criteria for the awarding of honours and also to consider nominations prior to approval by the full Town Council. Members are also asked to propose the size and composition of the Working Group.
- TECHNOLOGY WORKING GROUP
Members have asked that a Working Group be established to consider a number of areas of Town Council work, including: –
- The Town Council website
- IT equipment
- Paperless Meetings Solutions
- Methods of communication
It is envisaged that the Working Group will review the current ways of working and report to Town Council on their findings.
Members are asked to approve or otherwise the establishment of a Technology Working Group. Members are also asked to agree the size and composition of the Group
- MEMBERS FORWARD PLANNING SESSION
To arrange a Members’ Forward Planning Session – the purpose will be to determine whether the Council’s current key themes and priorities are still appropriate, and to discuss a programme of initiatives which Members feel can be achieved during 2019-20 and beyond.
- NATIONAL ASSOCIATION OF LOCAL COUNCILS – STAR COUNCIL AWARDS 2019
The National Association of Local Councils (NALC) have launched their Star Council Awards for 2019. The Awards offer an opportunity for local councils to show how they have made a difference locally. Further details on the Awards can be found at https://www.nalc.gov.uk/our-work/star-councils-awards
The Council is asked if it wishes to submit a nomination/nomination(s).
- EXCLUSION OF PRESS AND PUBLIC
Due to their confidential nature, Members may decide to exclude the press and public from the meeting during consideration of the following matters in accordance with section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960. Reports relating to these items have been withheld from public circulation and deposit.
- TRAINING PLANS
Members are asked to consider a report from the Town Clerk on the above matter. (‘M’ – to follow)
